Chief Operating Officer

Tom Bradburn has been a business owner since 1978. As a business owner himself, Tom understands the biggest challenges any business faces — and he knows one of the greatest cost centers for any business is payroll and HR.

Since the early ’90s, Tom has worked in the payroll and HR industry. He joined the team as a partner in late 2015 and is committed to helping his customers grow their businesses using technology that saves them time.

Walking alongside business owners is at the core of who Tom is and what he does. Tom lives by one simple rule: “Everyone who interacts with me is better off. In other words, it’s not about me — it’s about us.”

Lynn Bradburn, Director of Operations

Lynn Bradburn

Director of Operations

Lynn began her career with 20 years at JCPenney, then moved to PEO-Man in 2002 as a client service representative. In a very short time, she became head of operations. In 2007, the company was sold to a nationwide financial services company, where she stayed on as Director of Payroll, Western Region.

In April 2012, the Arizona office closed, and Lynn accepted an HR Consultant / Customer Liaison position under contract with a benefits broker and payroll company. In December 2015, she and her husband joined forces with Shepherd Business Solutions, with Lynn coming on as Payroll Director.

With 20 years at JCPenney and 14 years in payroll and HR management, Lynn has become an expert in working with both people and systems. Bringing that expertise to Shepherd means we see every client’s issues through their eyes.
